New Postal Codes & Member SignUp

SoCast currently pulls postal code information from Google. When new postal codes are created, it can take time for them to be added to Google, preventing a user from signing up with that postal code.

However, in this situation, our system automatically falls back to asking for a Province.

Once the user selects a Province, they can sign up without a valid postal code.
